Chrome html5 player is broken, it doesnt change quality, only uses default one, you can try use 144p or 1080p, it still uses default quality and doesnt react at all. Solution is to delete
C:\Program Files (x86)\Google\Chrome\Application\34.0.1847.131\ffmpegsumo.dll file, then flash player will be used to play videos, and, obviously, flash player works Of course, you have to delete it every time chrome updates itself (i just disabled chrome update services on windows - using newest chrome updates is like playing with fire).
