Solved IE11 Desktop fails connection. IE11 Tile App succeeds

anyone seen this one?
on booting up 8.1, lenovo z410, the first few attempts to use IE11 from the desktop fail. "cannot open page".
connection troubleshooter produces nothing.

go to APPS > IE and it works fine.

after using chrome and the tile app for awhile, IE11-Desktop will gain coherency and start working.

is there a way to reinstall the desktop side?

this is a clean install with little/nothing loaded on it, about to be deployed for real work so its important.
I've never seen this issue before on 7/8 so kinda lost/bewildered

Maybe can not get that page immediately, try setting blank page for start-up. (about:blank) and than as a start page.

that's actually the way I had it setup.

problem is solved for now by doing a full reset of IE. Just wish I knew what the cause was.
things like that bug me a lot.
Does IE have some builtin DNS navigation preference that might conflict with OpenDNS? I seriously doubt it, given MS hatred for Google ;)
