Setting Internet Explorer start page for all new users

Setting Internet Explorer start page for all new users that are created how do I do that? I use Windows 8.1 and no pro version! so I have nothing to group policy,

I have nothing to Group Policy, because I do not have windows 8.1 pro. I use Windows 8.1

Group Policy uses Registry Settings. The only thing you don't have is the Group Policy Editor. If you can find the correct setting you can achieve the same result. I don't know how else to put it.

but I want to change to new users as the homepage nothing happens? have you there is no registery file for windows 8.1 no pro. and how do you make the layout that you have completely adapted itself as the default for all users but that they can change it later.


I will put everything at a glance what I would like.


1. The default home page in Internet Explorer for all users that they are able to change later.


2. Theme all users have the same but that they can change later.


3. All users apply the start screen and new users.


Again, I use Windows 8.1 and not a pro.


Hope you a step plan is to have the action plan I have followed all of windows 7 but that does not help.
