Solved Internet Explorer Cannot change default home page
The IE default home page of Dell Venue Pro 11 is MSN. The link is:
MSN.com . The OS is running win 8.1 and IE is ver 11.
I went to settings of IE from the desktop and changed the default from MSN to Google.com . However this did not work It keeps defaulting back to MSN.
I did a quick scan with Malwarebytes , no malware that I know of .
Any advise what to do next?

You might check to see if you may have an installed add-on or toolbar in IE that is forcing the MSN homepage.
If not, then you might see if using the tutorial below to specify a default homepage in IE may make it stick.

The only add on that is enabled is shockwave. disabling it does not solve the problem.
How do I get to the local policy editor in win 8.1 ?
If I cant get there I will need the regedit method.
Maybe I should reset IE ? I wont lose anything as this is a new Tablet. Still trying to find my way around win 8.1

Resetting IE does not work
I then tried Registry method .
After I ran the merge, I see the Internet explorer folder at the specified registry location but inside the MAIN folder , I don't see the that START Page line to make the changes
Not sure what to do next . Can I manually enter that line?

Did you use the .reg file in step 2 that adds it?
Yes. I did . I am not sure why the startup line did not show in the right hand pane. . It obviously did merge because previous to the merge I did not have a MAIN folder under Internet Explorer
I looked at the downloaded .reg file using notepad ++ . It does have the entry "Start Page"=- but that did not take.

That would be the .reg file for step 1 instead with "Start Page"=- . That removes it.
Step 2 would have "Start Page"="" instead to add it.
Yeah, I would say that Dell added that link as your homepage by default since it's an OEM PC, but you should be able to change it.

It sounded like you used the .reg file from step 1 instead of step 2.
You could right click on an empty space on the right side, click on New and String Value , type Start Page for the name, and press Enter to manually add it.

I found an entry that has a Start Page inside the folder MAIN
Indeed Dell13.msn.com was the value. I modified it to google .com
However on restart of IE , the value changed back to Dell ???
I am puzzled. Something is overriding my value.

Oops , I spoke too soon. The changes works when I click on the IE link at the Desktop. But clicking on the IE icon in the Metro UI is still going to MSN . I thought the changes will also reflect over to the metro UI ?

Well, normally it should.
Use the
Find and Find Next feature in Registry Editor to search for all instances of this
Dell13.msn.com homepage, then change any found to the homepage you wanted instead to see if one of them is the culprit overriding your settings.

I fixed it by checking the box "open in desktop " in the general tab if IE options.
Now it works as desired. However I will still search and replace all instances of dell13.msn with my desired opening page.

BTW I am unable to add a new post on a different topic in the General Help Forum . When I click on add new post , I get to the page. However after I enter the topic , the main page for the message is unavailable ie "grayed out" Not sure what to do .
