I have seen quite a few reports of Youtube stopping working in IE over the last few days (I have the same so don't think it's something you have done)

Not sure about re installing, but you could turn off IE and re enable it to see if it installs from scratch (Control Panel, Programs, Turn Windows Features On/Off - Untick IE from here to disable IE), then enable again after

After the latest Tuesday update YouTube has become very unresponsive in IE11. I use Chrome on desktop but can only use IE on Surface rt and YouTube is a pain at the moment can anybody else confirm this?
