IE11 seems to be working with Sulverlight now.
didn't do ANYTHING other than after last windows update - uninstalled and re-installed SILVERLIGHT and cleared browser cache.
Now all my media streaming on sites like SKY GO are working again fine !!!!!
I don't need CHROME anymore either .
Pop out window working fine too
(Windows 8.1 x-64 enterprise - RTM TechNet version).
