Internet explorer will not open at all after Pro upgrade

Hi -
I upgraded from windows 7 to windows 8 pro and internet explore will not open at all from any icon or area. I see this has been an issue and need help in solving the problem. I read where someone removed Logitech web cam to fix the issue, but I do not have that.
Can someone please give me feedback as to how you resolved this issue?

Try removing it & re-adding it.

Turn it off.
Reboot.
Turn it on again.
Reboot.

Ok, I removed IE 10 and rebooted then added it and rebooted. It still just goes to a screen with a large e on it for a second then back to the start screen when I click on the IE Icon. So, it is the same as before removing and adding back on. Any other ideas Please?
