New computer with Windows 8 Version 6.2.9200 Build 9200:

Won't play YouTube videos.
Will play Vimeo videos.

I have tried:
My usual Chrome Browser, Win 8 version and Desktop version.
IE, Win 8 and Desktop.
Running both browsers as Administrator.
Running IE in compatibility mode.

My Windows 8 is fully up to date.
Browsers are fully up to date.
YouTube is listed as an exception in IE.
Adobe Flash is up to date.

I have Trend Micro Titanium as virus and other attack prevention. I can't tell whether it is impacting YouTube or not. Doesn't prevent Vimeo from playing.

I'm new to Windows 8 so I don't know yet where everything is, but I'm getting up to speed pretty quickly. If someone could suggest another strategy, I'm open to it. So far I like Windows 8 very much, except for this problem.

I figured it out. I have a Sprint Airave cell booster between my DSL and my network. It's such an obvious source of the problem, but I've had it only a short time and didn't think to consider it. Another computer on my home network couldn't play YouTube either, so I figured it had to be something both machines had in common. Swapped cables, problem solved. Everything, including Airave, working fine.
