I recently started getting this problem yesterday, where, Flash and Silverlight videos experience constant tearing when streaming video in a web browser. I've never had this issue in Windows 7, but have had it before in a previous install of Windows 8 (this is the 3rd install I've done in 3 weeks). I tried doing all the usual stuff, update drivers, disable hardware acceleration, enable hardware acceleration try and force V sync, but none of this seems to have any effect. It only seems to be happening when the video player is made larger or full screen. It's driving me nuts and can't figure out whats causing it. I was working perfectly fine up until yesterday.
