Outlook 2010: cannot open website link

hello
When I try to open a website link in office outlook 2010, a message appears:
"Operation has been canceled due to restrictions in effect on this computer. contact system admin"

It is my own PC for my sole use and my user account is admin type.
What setting do I have to change to make it work?

I downloaded Fix It Center. When I try to set it up, a message appears that an error was encountered.
What is the solution? Can Fix It Center be installed under Windows 8?

Any solution without using Fix It Center?

This problem is usually not an outlook problem but an Internet Browser problem. What happens is when another browser is installed and takes over being the default browser then gets uninstalled leaving registry entries that point to the uninstalled browser. Theses entries need to be modified. When you start Hacking the registry you can cause more harm than good if you do not know what you are doing and is why Microsoft wrote the Fix It utility. Here is a link on other things that can be tried as well as what registry entries that need to be modified. If you do decide to modify the registry, Please make sure you back it up before doing so.
