To solve this problem, try the following steps:
1. Navigate to Computer then C:\Program Files\Common Files\System
2. Hold down the CTRL button while clicking on the files wab32.dll and wab32res.dll.
3. Hold down CTRL and press C to Copy the files to the clipboard.
4. Close the window and navigate to Computer then C:\Windows\System32
5. Hold down CTRL and press V to Paste the files into the folder.
Try Outlook now and see if you have better luck.

from this site
Outlook: “WAB.DLL is missing or corrupt” Error

It says win vist or win7 ,but i have win8 and the files are in the same place as suggested .

You are lucky. MS deleted my Outlook.com account and the last update scrambled my primary account password. I was using my Windows live account to sign in. But now MS says my account does not exist. They also show that my user name is not available. You would not believe the grief that this is causing me.
